It sounds like retired people who get their steamboats together and have an event every so often.  Perhaps someone could convince them to have a costumed event?  That would liven things up!

They have a regular event at my local park, where they run miniature steam engines for children to ride. We took the little ones out to such an event around about last Halloween, and had a jolly good time.
