A change to Flood Control sought

Hi there,

Would it be possible to remove the flood control in relation to reporting posts?  Admittedly it's not that often I encounter it, but on the times I do it's rather frustrating and something I don't think would affect the board adversely.

It's a good idea; unfortunately, the flood control system isn't fine-grained enough for me to change the behavior for that single feature (at least, without digging into a bunch of code I'm not familiar with).
