circut, brother, cameo, or silhouette machines. all can cut paper, acetate, or vinyl, or contact pieces.
Its a game changer for adding filigree or floral designs, paint effects, or layout.

The exciting part is using the decals to sandblast/etch glass, mirrors, or metal surfaces.
Not cheap but Common among scrap bookers and paper craft so barrowing or buying time is an option.

Better textured Wallpaper can often be cut with razor knife or scalpel in the field.
